Here, Anne Perkins outlines the party’s policies on aid and poverty alleviationInternational development faces serious challenges, whoever wins the next election. When domestic spending on health and education is likely to face real cuts, protest at continued historically high spending on aid is inevitable. And when there is a lively debate about how well aid works, it is likely the aid budget will face a very tough fight.At their conference last autumn, the Liberal Democrats confirmed their support for the aid target of 0.7% of GDP, and called for renewed effort to reach the Millennium Development Goals (MDGs). The party has also launched a new policy paper and a policy working group to bring their ideas up to date.The paper highlights the failure of rich countries to match Gleneagles promises, the impact of rising food prices and the pressure on land caused by the new demand for biofuels, the impact of global recession and the failure to stay on track to achieve the MDGs by 2015.But the Liberal Democrats are also trying to develop policy that reflects the new debate about whether aid works, and how best to make it effective. It takes the twin principles of a national moral obligation to seek to alleviate poverty, and of making poverty relief the primary objective of all aid policy.The areas where current aid policy fails, the policy paper suggests, are where the people themselves are not properly consulted.

A poll for Pink News gives Nick Clegg’s party 58% support and suggests it has supplanted Labour as the favourite of gay peopleOne of interesting aspects of this more-interesting-than-anyone-expected election has been the apparent shifts in opinion among gay voters.Now, it’s compulsory at this point for someone to leap straight into the comments to state that there’s no such thing as a “gay vote” ” just voters who are gay. However, in what are clearly self-selecting online polls of self-identifying gay people, there are certain trends and shifts that may turn out to be significant. So let’s stick with it.Over the last year or so there has been a noticeable rise in support for the Conservatives and fall for Labour among gay voters that was almost in line with national polls. And there has been a steady growth for the Liberal Democrats that didn’t mirror the (then) national trends.When I wrote on this last month, it appeared that this was a very different scenario from the 2005 election when Labour ” which had equalised the age of consent and introduced workplace equality legislation ” had been particularly effective at courting gay voters.But now, the latest of these polls from Pink News (which has its own demographically-weighted voter panel) is showing a 30-point collapse in Tory support over the last 10 months (39% in June 2009 to 9% today) and a 38-point surge for the Liberal Democrats (20% in June 2009, 58% today). Labour’s nine point fall over the same period to 20% is striking for being in single figures, though still dramatic. So while the earlier polls showed similarities between self-identifying gay voters and the national trends, the most recent are showing either a breaking away from them or exaggeration (you choose).The shift from Labour in 2005 to the Liberal Democrats in 2010 as the most favoured party for gay voters seemingly ignores the efforts that David Cameron made to make his party more attractive to them.

Edward McMillan-Scott tells David Cameron he is leaving party because it propagates ‘extremism abroad’A former leader of the Conservatives in the European parliament today defected to the Liberal Democrats in protest at the Tories’ decision to form a group with “extremist” politicians.Edward McMillan-Scott, a veteran campaigner for human rights who led the Tory group in Strasbourg between 1997-2001, told David Cameron he was leaving the party because it propagates “extremism abroad”.In a statement released to coincide with the opening of the Lib Dem spring conference, the vice-president of the European parliament said: “I have long fought against totalitarianism and the extremism and religious persecution it brings. It was wrong of Cameron to associate with MEPs who have extremist pasts.”McMillan-Scott was deprived of the Tory whip last year after he stood successfully for the vice-presidency of the European parliament. This meant that the Tories’ key new European ally, the Polish MEP Michal Kaminski, was deprived of the post.Kaminski then insisted on assuming the leadership of the Tories’ new group, the European Conservatives and Reformists, formed after last year’s European Parliamentary elections in the wake of Cameron’s pledge to withdraw from the mainstream EPP-ED group.Kaminski, a member of the rightwing Law and Justice party, opposed a national apology in 2001 for the notorious anti-semitic pogrom at Jedwabne in which hundreds of Polish Jews were burnt to death in a barn in 1941.In a letter to Cameron, McMillan-Scott wrote: “You continue to refuse to accept that Michal Kaminski, who now leads the ECR and against whom I stood and won re-election as vice-president of the European parliament last July, has had ‘antisemitic, homophobic and racist links’. His partners in Poland will continue to voice their opinions on the vile anti-Semitic Radio Maryja and preach homophobia.”McMillan-Scott’s remarks about Latvia were a reference to Roberts Zile, a member of the For Fatherland and Freedom Party (LNNK), some of whose members commemorate the Latvian Waffen SS.
